The Sugar Act No. 11 of 2024 established the Kenya Sugar Board. Section 40 (1) of the Act provides that The Cabinet Secretary shall in consultation with the Board, by order in the gazette, impose a levy on domestic sugar not exceeding four per centum of the value and a four per centum of CIF value on imported sugar to be known as the Sugar Development Levy. Similarly, Section 41(1) of the Act provides for the establishment of the Sugar Development Fund which shall be administered by the Board. In order to administer the levy, the Board proceeded to operationalize Section 41 (1) of the Act by developing a draft SDF Policy and Operations Manual that will guide the administration of the Sugar Development Fund. To this end, the Board has organized a series of public consultative forums to provide stakeholders with an opportunity to review, discuss and give feedback on the proposed draft SDF Policy and Operational Manual and the proposed amendments on the International Sugar Organization (ISO) Agreement.The public participation sessions will be held from 23rd to 30th June 2025 as per the itinerary.
