Pursuant to the provisions of the Sugar Act, 2024 and the Sugar (General) Regulations, 2025, the Kenya Sugar Board (KSB) hereby notifies all individuals, firms, and companies engaged in the repacking of sugar for retail sale that they are required to register with the Board.
This registration aims to enhance product traceability, strengthen monitoring of sugar quality on retail shelves, and promote consumer protection and fair trading practices within the sugar industry.
All sugar re-packers are therefore directed to submit their applications online through the KSB Integrated Management Information System (IMIS) Portal accessible via: https://imis.ksb.go.ke/
Applications must be accompanied by all relevant documents as prescribed under the Regulations, including but not limited to:

  1. Certificate of Incorporation or Business Registration.
  2. Valid Single Business Permit or County Trade License.
  3. Premises Layout and Hygiene Certificate.
  4. Proof of Sugar Source (manufacturer/importer agreement or supply contract).
  5. Quality Management and Traceability System details.
  6. Kenya Bureau of Standards (KEBS) certification or evidence of conformity to applicable standards.
  7. Tax Compliance Certificate (KRA).

Key Compliance Steps

  1. Log into the IMIS portal and complete the registration form.
  2. Upload all the required supporting documents.
  3. Submit the application and wait for a prompt to make the payment after documents have been approved.
  4. The Board will verify the information and issue a Certificate of Registration bearing a unique packer number.
  5. Only registered sugar re-packers shall be authorized to repackage sugar for retail distribution.
